Yes, but the original owner's approval is required. Technically the only way the ownership could be officially transferred is through a contract and transfer application or a town claim.

@a_man21 you do indeed need @Schmeelke's permission as they are the original owner of this town. Please contact them via forum pm or in game, and have them post their permission here. Otherwise this town cannot be placed next to theirs.
I understand. Schmeelke had to go away for a while due to their occupation (He is in the military if I am correct), so it may be awhile before they are able to grant permission, and it was my understanding that Egbertize would be able to grant permission. Thank you for letting me know.
From what I understand, the original mayor will not be able to answer here for a while. This means that you would need to either choose a different town location or have this application locked so you can refile it at a later time when the user in question can grant their permission. Which way is your preferred one?
I would prefer to lock this application. My town will be part of a larger nation, and there is no space on any other side of the nation to place my town. How would I go about unlocking the application when permission can be granted?
