In towns where there might be problems of minor or major consequence Mayors or CoMayors should be able to send fines to players.

    Setup Idea #1:
Players must develop "Application Agreements" stating what the rules are, and what happens if the rules are broken. A maximum of $9,000 EcoDollars can be given to one person for one group of actions.

    Setup Idea #2:
The Sever sets prices and guidelines for each offence, to a maximum of $9,000 EcoDollars per person for one group of actions.

    Criteria:
All fines must be placed via a Grievance report, the Grievance report must be accepted and met rules of the town/sever and then players are fined accordingly depending on the rule set chosen.

    Rules of Fines:
If the player has the full fine amount that amount is removed from their bank and paid to the fine complainant.
If the player has less than the required amount the player is able to go into negative figures.

The complainant cannot issue more fines to players unless the report is separate, and follows guidelines from the sever.

    Example 1:
Removal of Farm Blocks is fined 1000 dollars for anything under 10 blocks removed.
Player has 1200 Dollars the player is fined and now has 200 Dollars left.

    or

Player has 800 Dollars the player is fined but doesn't have the correct funds.
This forces the player to have a negative balance of -$200 Dollars.

    False applications:
Where false applications are placed, the complainant is fined $2,000 dollars plus the amount they would have received.

I dont think this would be a prudent system, the mods that are tending to the grief reports would be burned out in a few weeks by the added workload. I think the same can be attained form signs put on there house if you wanted to fine them. the other thing is this would be a double grief report one to find out who put the hole in the farm the other to collect the fine.
On top of it all, now you need a team to follow up on a false fine.

I dont think it will work. Sory

Anything that gives a user money from another user that causes that second user to go into negative balance is a horrible idea in my opinion. Too easy to be abused - player A has $0 in their balance, player B is the other account of the same person, the mayor. Player A, the duplicate account does something in the town to break it's rules and gets fined $9000 by player B, the mayor, and player A is negative $9000 balance. In other words, $9000 was just thrown into the economy, and the mayor, because it's his account, can just do it over and over again for infinite money as long as he doesn't need money on his other account anymore.

Currently if a issue happens you have to file a report, cannot change the area while that report is in progress (this is not me complaining about the time) and then if the report comes back you are able to choose if the member is forced to leave. But other than that, the player is able to continue down the path and possibly cause problems in other towns.

With no "jail system" and no compensation for this time and potentially money loss there is really no reason why players cannot go onto causing problems town after town.

Then both accounts are likely banned as that is against ECC rules.

That's why I suggest the sever should choose the values of the ban as well. That way there is no review of contracts needed. /fine Anokfero $ derpyxhooves would remove the money from my account to your account.

I can go into many towns because I have gained the trust from many mayors and cause havoc, they might be able to roll back the changes, remove me from their town, but if its just under a ban, then there is nothing else they can do. So I can do it to the next town - and no I would never grief a town, I'm just using me as the bad guy cos I don't like pointing fingers.

This way the ones that break into their neighbours house for fun and cause little damage, can be slapped with a fine of maybe 2k. Those that cause big problems just under a rollback can get 7k and then those that do get a rollback could get 9k.

The idea of using negative balance can always be removed of course :)

    I say no.
This will become a mess and people WILL abuse this.
More issues will arise and people will screw each other.
The way it is right now is just fine (simply kick people from your town.)
