Accepted [Network Wide Suggestion] revert town of the month for PMC copies

After a couple days we feel its been made clear how everyone feels on the topic. All that could be said, has been said.

The decision is that we are removing the Town of The Month Prestige entirely.

If we were to continue to offer this Prestige we would either need to allow copying 100% which will upset a good portion of our original creative builder community, as well as those who feel that ECC should be represented and rewarding for unique content. The other option is to attempt to police every build presented. While a few methods and proposals regarding this have been presented. One thing remains, they are all time intensive and cannot be perfected or used as a catch-all to prevent all potential situations.

None of the paths presented is one we feel is best for ECC. So we're going a different route and just removing this prestige entirely.
