tbh, I see this just turning into a popularity contest, and bringing unnecessary money into the economy. This will have one of two things happen, you will see the most popular user winning the most votes, or you will have groups of users voting for eachother to split the money. I don't think there is a need for any "charity" towards users in this case. It's a -1 for me.
-1 Unfortunately I don't believe we would want to bring even more money into the economy just to then give it away to those who 'vote'. As pb said above people would team vote and split the money which gives those without a 'voting team' much chance of actually winning. I say if you want to do giveaways, at least in such a large amount of money ($1,000,000ECD in this case) then you are more than welcome to host giveaways by yourself or with a team which would mean we were using the money that is already in the economy and not bringing countless unnecessary money into the economy.
This sounds like a lottery but instead you wait for a few months to see if your ticket won: this might be a good idea for an independent person to host, but I'm not sure it would be a great server-official event (there has to be some setup to collect the money, tax it, randomize tickets, etc). Still, I do like this idea and I still think it would be great fun if someone hosted this as an unofficial event. (I would raise the ticket price to 500-1000 tho).
Insofar that the requested money will be put to good use, we're already more than happy to partner with privately-run events and provide assistance that may include additional materials for building, additional prizes and more. All you have to do is shoot @ClarinetPhoenix and I a forum PM and we'll be happy to consider sponsoring your event. No need to come up with some odd lottery-style system for something that's done effectively already.
