Item Frame Rotation Flag​

What are you suggesting:

Add to town control the flag item frame rotation allow/deny option. This is already part of world guard and shows up when you look at possible town flags.​

Why is this a good addition for EcoCityCraft?:

This will allow people to decide if other players can turn the item frames in the town.​
