Personally, I think that if it was after EVERY SINGLE message, it'd get very very annoying, I also think it'd be too complicated to code it so it's only the 1st PM sent. -1 on my part
Then just... tell them? No one wants their PMs filled up with a message saying "Use /r to reply!", especially when most, even new users, already know how PM-related commands work and others can easily learn.
