Dfat, there is always 2 rounds of mods, all the original mods become s-mod (most of the time), then the 1st round of mods are picked, then they give time for a 2nd round of mods to be picked, and when they are picked, that is all the mods.Then it goes on again (at the next staff app opening) all the mods become s-mod (all the mods that dont resign or are demoted) and so on.
