Here is the specification of my PC:
    =Intel Xeon X3220 @ 2.40 GHz
    =2 GB DDR2, 1 TB HDD (7200 rpm)
    =NVIDIA GeForce 9500 GT 1GB DDR2 (550 MHz core clock, 1375 MHz shader clock)
    =300W Power Supply
    =Windows 7 ultimate (32-bit)

I tried to make it 2 chunks (tiny) yet it still lags.

Has this lag always been a problem or is it something that started recently? You can try installing the optifine mod, that should help improve your lag issues.

    I'll try OptiFine.

That's going to be your problem.

    http://ark.intel.com/products/28034/Intel-Xeon-Processor-X3220-8M-Cache-2_40-GHz-1066-MHz-FSB
Old proc. Which isn't designed for gaming.
And a 32 bit OS, which means 4gb of ram is the max. (I find this odd, as the CPU is 64 bit.)
I suggest you find a different computer, by the looks of it, this is an old workstation.
Not entirely something designed for games.

The GPU isn't the best either.

    I see. :(

But at least my other laptop is better than the PC we had.

But when I tried to open the .jar file of OptiFine installer for 1.8.8 in my PC, 2 seconds later, my cursor blinks the loading icon frequently.

SIDE QUESTION: Will formatting my PC help stop the problem? (that will be done since my PC is full of trashes and some have viruses in it)

Not really. This computer is not meant at all to play games. The hardware is the issue

I've never used mods, but if that is something that helps with lag, is there a guide on how to implement the mod?

I replaced Windows 7 Ultimate (x86) into Windows 7 Ultimate (x64) as something gets worse after the fresh reformat.

Your hardware is definitely an issue, DDR2 hasn't been used in a while.

I am part of /r/pcmasterrace, and we have a build that outperforms the PS4 and Xbox One for about the same price. If you can pick up the parts at Black Friday it should only be around $300-$350

DDR2 is very old... I would recommend upgrading everything. Your CPU is not designed for gaming, your GPU is okay for a game like minecraft, and for your next computer get DDR3 or DDR4 memory and make sure it is 64 bit. If you want a decent CPU a good one is the Intel Core I3 for around $150 but, I can bet your motherboard doesn't support it. So, you would have to upgrade your CPU, RAM, Motherboard. I would recommend just getting a new PC because it will most likely be a little more, but a lot easier.

He's from the phillipines so I don't think Black Friday sales are very abundant. However, there may be a limited retailer.

The cheapest builds you could make to support DDR4 would be around $1000. I would recommend him going with DDR3 and getting a whole new build.

Firstly, how much RAM is allocated to Minecraft, is it just ECC or Minecraft all together?
How much disk usage and Memory usage is there? Check on task manager if it's windows.
