You are not the original owner who filed the town's application, though. According to https://www.ecocitycraft.com/forum/threads/president-application.102392, the neighbouring town Thessaly is originally owned by @TheAthenien. They are the original applicant of the town, so they need to approve the town placement. Since they have been inactive since 2014, it is unlikely they will approve.
