LWC Protection: Change to lecterns​

What are you suggesting:

Lecterns are there so you can read a book without having it in hand.

These can be locked. HOWEVER, they can't be read by others once locked.

My suggestion is that /cpublic make it so that you can read lecterns but not remove the book. This would be great to simplify rules areas for towns, or anything else you might want someone to read but not alter/steal your book.​

Why is this a good addition for EcoCityCraft?:

This is generally a quality of life change and those are always good imo.​
