I don't know much about programming or coding for ECC or how the plugin works, but my guess is if this was possible it would be implemented already. If you really don't want to see a particular player's chat then it should be worth it to have to do /ignore every time the server restarts. Or at least don't get frustrated/upset when you log on and you see one line of chat from someone you were previously ignoring.
