Thanks for reporting. It looks like the command must be run with all lowercase otherwise it kills your cooldown. Likely something to do with the new 1.19.1/1.19.2 Mojang chat changes. I've removed your cooldown on /magic, please be sure to use lowercase until the bug is fixed.
This has now been fixed. You can now only use the lowercase command for it to register. If you experience this issue again please do let us know.
