While the user may be banned for grief in the town, his locks cannot be removed until he is offline for seven days on /seen. If he does not appeal his ban by then, you can file a new request to remove his locks. If he does appeal and return, he will have to go through the normal three day eviction policy (however you can remove his region perms). Lwc removal request denied.
