A user is only considered inactive when they offline on /seen for longer than seven days, in order to have this user's locks removed, you are going to have to file a new lwc request containing proof that you have attempted to contact him. This would include a screenshot of a mail or a pm (with time stamps) showing that you have given him at least three days to remove his locks. Lwc removal request denied.
