Unfortunately, you will need to have them remove their locks, or send them notification using the in game mail system, telling them they have 3 days to remove their locks. You will need to post the screenshots of you telling them to remove their locks in the town of Renee, the mail sent message after you send it and a time stamp to confirm the date. You can then file for another LWC removal. Items to remain locked for the time being.
