Hello fenolix, The user is not banned on the server for griefing the town, if you want his locks removed, you will need to pm him in-game and ask him to remove the locks. If he refuses to do remove them, take screenshots and post them with a new lwc. Also, if you have a screenshot showing that you removed him, and gave him seven days to clear out, and he didn't then it can also be removed. No locks removed.
