Hello, @mafiarebel. These locks are _not_ by a player who has been inactive for six months+, unlike the previous sets of LWC's. This player is inactice, and named @LucasWissel. Since this player still exists, and the town has a use flag set to deny, you will need to refile. Incidentally, this is also not the up-to-date LWC request form, which didn't matter with the earlier ones because that player had ceased to exist. Thread locked.
