No unlocks can be made solely for less than minor grief...and by the looks of it, a legal eviction hasn't happened yet. You can either follow the 3-day eviction process in which they keep their town permissions for that time, or if you fear more grief will occur, you can set a smaller timeframe for user @firewat2 to collect their items under staff presence. The important thing here is they be provided a fair chance to collect what they have in Saintmarie.
