@tafelsky a user needs to be offline 7+days in general for locks to be removed, not just 7+days inactive in your town. I suggest either a) contacting the user via /msg or /mail send and asking them to remove the locks, or b) sending them an eviction notice via /mail, taking timestamped screenshots and waiting 3 days. Locked.
