Limit the lotto so that people with high amounts of money can constantly win, make a limit of 10 so that anyone has a chance.
There have been times when large ticket purchasers have lost to a one ticketer. There is no way the lottery will change from how it is now. The more tickets you buy the greater your chances of winning, but there is no certainty of winning.
Ticket limits kept going up and up, not down.. for a reason. Lotto is for the rich and risky. If you do not like it, do not play. :b And remember... the lower the ticket limit, the less money you could win.
Lotto is also one of the few ways that money exits the economy (from the taxes), and it is a great way for money to move around inside the economy (switching hands from losers to winners). To make it so less people play, and force people to buy less tickets, would go against eveything the lotto is used for. The rich may win 98% of the time, but they are also paying taxes on each win, and when they lose someone else gets to become the rich. RagMan
Uhmmmmmmmmmm.... i`ve lost to 1 ticketers dozens of times in my sniping career.... You may strike it rich from a sniper one day xD
