No, lotto teams are not enforced by server staff. As well, if you were being spammed, and have proof, you can file a complaint in the complaint section of the forum.
After winning a $200K lottery earlier, this user asked for $10k. It's your gut feeling if you want to give $10K back.

I don't mind people asking for money back. However people who constantly beg for it deserve nothing, especially Craftychips.
Don't ever give money back on lottery, it was their decision to gamble it and they lost. Furthermore, it encourages more begging if you give back.
