I've noticed lately that the Live Maps do not show town areas. This is very confusing because I am trying to start a town. Please help.
They do, in the menu thing that looks like 3 pieces of paper there a boxes to be checked off. Check the one that says "ECC Towns" and you will be able to see the towns. Here:
You are using a browser that it doesn't always work on. I used to use internet explorer and it didn't always work. Using Google chrome it works for me every time.
I've noticed that periodically the map will break. When this happens: the map will continuously reload every few seconds, boundaries will not load, or players will not load. The only remedy I have found for these issues is to just wait and try again later. I have also noticed that this will affect all major browsers (I've tested IE, Firefox, and Chrome).
