/kit tnt is given by the Terminator rank from the nether. You must first purchase both Survivor and Warrior nether ranks to access the Terminator rank.
Are you in the end? To use /kit tnt, you have to be in the end or nether. It will not work in Legacy, Rising, or the mining worlds.
