I believe there is the money plugin, some sort of towns plug in, BuyCraft I think and theres many more. You will have to ask a Game admin or someone like that for a more acurate account of the plugins
Plugin information/the plugin list is not available nor will be. Some plugins are very obvious (MCMMO, LWC), but the majority will not be available to the userbase. It's not really wise to share that information. :b
You will never be prevented from joining the server as far as I know, unless you're on a different version. No mods are installed, because if they were, you would need to have them installed also to join the server. If you're on 1.7.2 - 1.7.9 you should be able to join the server with no problems.
Well when I go to join it comes up with the same message and I dont know what to do? Ill type the message in a second when it shows!

This seems to be a client side error. I'd suggest that you try on a new install of Minecraft... Not sure what the problem is, sorry.
Do you have any mods installed that may not work on the server? Otherwise you could likely be using an outdated version of minecraft or even an updated version that ECC doesn't yet support.
If you are using a version of minecraft that is preceding 1.7.2 or if you are using an experimental version of Minecraft (i.e. snapshots, or modded clients), then you will not be able to connect to EcoCityCraft.
X-Ray mods are not allowed on the server; if you are using a client profile that says "Forge" on it, best not to use that profile. Use a default profile, it may say "Ryan_Fox2214" as the profile name.
