"X" rents Star Tool from "Y", with binding contract that if "X" breaks said Star Tool, he must pay "Y" , "Z" within "A" time frame. If "X" doesn't pay "Y", he gets banned. Now, being banned, and "X" appeals, and is allowed to return, is "X" forced to repay "Y" with money they obtain or are they just free to start over again? I am sorry if this is confusing, this is the easiest way for me to write it, read it, etc. If someone wants to make it simplified, that is fine, it would just take me way too long to figure that out. tl;dr I rent tool, break tool, don't pay back person, I get banned, I appeal, I get unbanned, do I have to still pay for star tool or get banned again?
From what I can understand, I believe the answer you are looking for is that the person that is banned is required to pay for that star tool, and if he/she fails to, they are banned again.
