I'm looking at a way to ensure protection of my town and find that the limitations of minecraft is something of a hindrance. I am wondering then, if I was to set out a contract using plan and clear English, had each member of the town post saying "Yes I agree" if staff would be able to enforce those rules. For exampleBasic Rules: No mining underneath the plot you have purchased except three blocks under normal walking level. Purchase a Basement Extension for an additional three blocks down. Each extension is $$500. No buildings above three levels without consent or a height of twelve blocks above normal walking level. Purchase a Level Extension for $$1,000 per level of a single plot you own. No mining underground at all within town limits - no exceptions. No breaking blocks in peoples plots that you have no permission to do so in. Actions taken: Removal of town. All breaches are treated the same. Appropriate fines being forced to be paid to the town owner and where appropriate then given out to other people as stated in the agreement. On completion of Fines being paid and if before three days may submit for repurchase of land or apartment area. If the breach of rules is understood and responsibility taken the player maybe allowed to rejoin the town. If a player has previously broken the rules, resulting in a fine, and breaks them again, the fees are doubled and no application to rejoin the town will be considered. Fines: Mining below your property without the required Basement Extension is an instant $1,000 fee paid to the town. Plus another $500 to purchase the basement Extension if you wish to stay within the town. Building levels greater than your level Extension for each plot is an instant $2,000 fee paid to the town. Plus $1,000 for each level past the normal hight and per plot above the extension if you wish to stay within the town. Breaking into a plot whether or not items where stolen or not is an instant fine of $2,000 to the town and a further fine of $1,000 to the main plot owner. Breaking into another persons plot is an instant removal from the town/nation and no applications to rejoin will be considered. Any fees that are placed by Game Staff, the Game Client or otherwise accumulated by placing applications to gather town fees, is the responsibility of the player receiving the fine. It is at the discretion of Game Staff if they proceed with Town Fees where funds are not sufficient to deal with fees placed.
So it seems an example is needed... If I was a member and agreed to this contract. Then decided to mine six blocks under the normal walk level, I would be requested to pay a fee of 1000 that one of the Owners may ask a Moderator to remove from the bank account that player has and pay it to the owner. Where there is no funds to pay the fine, I have no suggestion to how to go about this, if its possible to go into negative figures, this might be a good way to do so.
