Brief Description:
@Freestam2 had an apartment in my town. He called me to his apartment to see some decorating he had done on his apartment. He had replaced the apartment glass with cobblestone, which isn't allowed, as I said "Don't break the walls or ceiling". I then gave him a 3-day eviction notice. He asked me for his 2 netherstars back. I said that he griefed and told him he wouldn't get a refund. He then went beserk and started destroying Scarborough, so I removed him to protect the town.

Which users own the griefed area, or are allowed to edit blocks in the area
The areas griefed were town property, so only me and @soyuzpixel should have placed or destroyed blocks there.
