Grief Description:

As far as I can tell:
In October, Mir held a referendum on whether it wanted to stay in Scarborough or join Epicure. It voted to stay in Scarborough by a vote of 4-2.
There was a recent flame war in where the topic of Mir's nationality came up. @soyuzpixel said "mir [sic] is epicure [sic] and will always be." When this came up, @soyuzpixel and @Mendiboi used the opportunity to take over Mir, by building the ramparts.​

Which users own the griefed area, or are allowed to edit blocks in the area:

Public land, so Mir owners. However, I was not informed of this change, so it must count as grief.​
