    I know this seems like it is grief but I can assure you no one is stealing your ladders, Let me try to explain.
    You ladder and the wall they sit on are in 2 different chunks, when you load the chunk with the ladders on it without loading the chunk with the blocks the ladders are sticking to the ladders will think they are not on a block or it has been destroyed and will simply fall off. This kind of thing has been a problem for a while now, we have had many reports or the same thing happening with things like cocoa beans and sugar cane, when you load the chunk that the cocoa beans are n without being close enough to load the chunk with the jungle logs that the cocoa beans are on, they think they are not attached to anything and fall off, same with sugar cane being separate from water by different chunks and they poping out of the ground.
