Breaking glass can be one of the most tedious jobs going, so having the option to enchant a tool with Glass Breaker instead of fortune/silk touch would be great. It would break glass blocks/panes with the speed of Eff5 and would cost 8-10k xp. No economic advantage, but will make life so much easier. /thoughts

Eff5 doesn't speed up glass breaking, and he's proposing a custom enchant. I fully agree with this idea. +1
If "Glass Breaker" is not an enchant already added to Minecraft by Mojang, I do not think this is possible. Not sure when it was, but I remember there being mention that fully customize enchants would be far too hard to add, or were impossible. I believe there is current tool and enchant combination that breaks glass slightly faster, but it's just odd enough that people cannot find it. As well, people don't like to share what the combination is.
+1 its really annoying. I know that efficiency does not effect glass/glowstone. I think it would have to be something like leafblower related to Mcmmo in order for it to work. (Linked to mining?)
