No plugin or addon is needed to do something like this. Andrew could make it like the Resident, Mayor, and President forums, but keeping them open allows for people to "explore" what the places are like and consider buying them.
That is possible as a default option to choose... I don't know what Andrew has set up for the forum, though. It may not work or work funny for however he has things setup.
