Brief Description: Despite not having donated for fire placement, I was able to use the item "Fire Charge" http://www.minecraftwiki.net/wiki/Fire_Charge to place fire.

Instructions: 1. Create 3 "Fire Charges" by placing 1 blaze powder, coal, and gunpowder in crafting box to craft it.
    2. Place fire charge to create fire anywhere.

How many times did you recreate this bug?: 3 times.

Result: I was able to place fire

Expected Result: Honestly, I figured I would be able to place fire using this, seeing as it is a small detail and would be overlooked, especially since it uses such a rare ingredient as gunpowder.

    Evidence: N/A

Wait, can you light the ground directly with them? I thought you could only do it with dispensers...
In any case, this was reported a while ago that you could do this with dispensers. I believe it was something that would be difficult to fix because of it being able to be fired out of dispensers and still cause a fire.
Due to how hard it is to craft them, it was left in for now, as it shouldn't cause any huge issues. It's not like people can burn down a forest or do major grief with it. It takes a lot of time and money to get your hands on a lot of those resources.
