I was building in my town and snow started falling. Snow blankets formed on the ground while I was building an enchanting room. Once I had place my table down and all the bookshelves, I found out my table was not using all of the bookshelves. The bookshelves were all one block away from the enchanting table, like how it says to do on the wiki. I then happened to notice that there were snow blankets in between the bookshelves and my table, and once I destroyed said snow blankets the table started using all of the bookshelves.
I don't know if this is a bug in minecraft itself or just some thing on our server, but I figured I should bring it up. Granted it isn't a big thing, as people shouldn't have snow blankets in between their shelves and the tables.

an enchantment table doesnt work with the bookshelves that are behind another block (not the ones in the corner)
and seeing as snowsheets are blocks... you would get that.
