    Because getting scammed sucks!

    How does it work?
Let's say you decide to purchase transaction insurance. You're now safe from various nefarious activities. Say you decide to buy a new pumpkin axe from a user named Q. You make an agreement with Q, taking appropriate screenshots and pay him 7k, but then Q disappears. Oh no! You've been scammed :(! Not to worry! If you have transaction insurance you could get all the money you paid back. All you would need to do is file a complaint as you normally would, wait for Q to be banned and then file a claim using the easy instructions below. You will be reimbursed all 7k. If Q ever appeals we'll deal with him, you'll already have your money.

    How do I get it?
Surely you're thinking "Wow, that's awesome sign me up!" Becoming insured is easy. Normally you would pick a plan, however, currently we only offer one plan which includes insurance up to $25,000 ECD. If you're interested in becoming insured leave a note here. I'll reach out to you in-game as soon as possible. Insurance initially costs $5,000 a month but for every month you file no claim it decreases by $500 until reaching $2,500. You should be prepared to sign the contract printed below. If you have any questions about it let me know!

    Plans
Currently we only offer $25,000ECD transaction insurance, though this will be expanded soon!

    Transaction Insurance up to $25,000
    Limit: $25,000
Starting rate: $5000/mo with a decrease of $500/mo to $2500/mo

Covers: Purchase and selling of goods (including donation features but not necessarily labor), loans, e-repair scams.
Does not cover: Losses suffered from griefing, personal negligence.

    Contracts
    General Purpose of Contract:
The purchase of $25,000 Transaction Insurance

I (the contract initiator) agree to the following terms, and agree that my failure to complete such terms will result in a breach of contract, as outlined in Rule 3:
Provide transaction insurance to [Your Username] up to and including the sum of $25,000 as provided by these rules:

    • Section 1: Definition of coverage
Transaction insurance is valid for most scams involving an actual transaction. This includes the purchase and selling of all goods, including donation features, a loan which another user has failed to repay, and other transactions such as E-reps in which an item is stolen. Any transaction which is deemed to be illegal is not covered. Additionally, loses incurred due to the 'griefing' of a user's property or personal negligence on the part of the user are not covered. If a user is scammed while purchasing an item for more than 50% of what is considered its 'market value', then the user will only be reimbursed up to the market value + 50% of the market value or $25,000. If needed, market value will be determined by a neutral staff member. This coverage has a hard limit of $25,000 ECD. At this time mutual funds are not included in any way. Any transaction involving one of these entities is not insurable. Furthermore, any gambling, even if it is later determined to be illegal is not covered.

    • Section 2: Requirements
Insurance is not a substitute for due diligence. If you are scammed you must have collected proper evidence of the transaction. A valid complaint must have been filed that resulted in the user being banned. Once the aforementioned conditions are met a claim may be filed.

    • Section 3: Accepting and paying out claims
Claims are filed with a forum PM to roborule. A claim should include the amount being claimed and a link to the complaint. (R)oborule will have up to 3 days to verify that all the requirements have been fulfilled and approve the claim or otherwise reject it and explain what needs to be fixed or is invalid (subject to Section 6). After a claim is approved roborule will have an additional three days to find you in-game and pay you. If an extraordinary situation exists where either roborule or the claimee is unable to be online at the same time a staff member may be delegated to pay you on behalf of roborule.

    • Section 4: Limitations
Transaction insurance is invalid in some circumstances. Any transaction involving amounts greater than $15,000 must be completed with a user who has either donated to the server or is a Resident+. (eg. If you loan a builder with no donations $25,000 you will only be insured up to $15,000). In the event a user is scammed in excess of $25,000 but wishes to invoke their insurance they may do so, however, as per Section 6 they must transfer the full debt to roborule. Therefore, this option should only be invoked in cases when the user is expected never to return. The user will be eligible to receive up to $25,000 assuming a proper claim is filed. A claim must be filed within 7 days of the scamming user being banned after this period elapses you forfeit your right to file a claim. The scam must take place within the time the insurance is valid. Validity of the insurance begins after the contract is approved and monthly dues are paid. You are limited to one claim per month per user (you can't file two claims on the same user). You are furthermore limited to only one claim per incident (if you are scammed by two people selling one product you may only file one claim). Finally, a list is maintained at [LINK to thread] of users whom are not trusted by EcoCityCraft Insurance. Any transaction with one of these users is not insured, regardless of circumstances. This list is dynamic and it is the the responsibility of the user to ensure compliance. If a user is not on the list at the time of the transaction but is added following it the claim is still valid. A seven day grace period is generally provided when a user is added except in egregious violations. If a grace period is not provided users will be tagged in a post on this thread instructing them of the changes.

The other user(s) involved with this contract must agree to the following terms:

Comply with the terms set forth below and follow any applicable rules when utilizing this service

    • Section 5: Monthly Fees
The user agrees to pay roborule $5000/mo with a $500 decrease every month a claim is not filed down to as low as $2500/mo. Upon approval of this contract the user agrees to pay roborule [Monthly due (remember, this is dynamic)]. Coverage begins at the time this is paid and lasts for thirty days after.

    • Section 6: Claims
In the event the user is scammed and wishes to utilize the service they may file a claim by sending a forum PM to roborule. It need not follow any particular format though must include the following information: amount being claimed, a link to the applicable complaint, the username of the scamming user and the date on which the scam occurred. If a claim is denied the user must make the necessary changes and re-file within 72 hours except in exceptional circumstances where this is not possible, in such cases they may be given longer at roborule's discretion.

    • Section 7: Debt transfer
In the event a successful claim is filed the user agrees, upon payment of the claim by roborule, to transfer the full amount of the debt to roborule. This means if/when the user appeals his/her ban they will be in debt to roborule and will re-pay roborule not you. Even if the $25,000 paid out to you does not cover the full amount of the scam you are required to transfer the entirety of the debt. (eg. If you decide to file for an Eff 7 scam, when the user appeals he will owe roborule an Eff 7 and nothing to you, hence this should only be done in cases where the return of the user is doubtful.)

    • Section 8: Bans
If you are banned for more than two weeks or are banned at all for scamming another insured member your services are immediately terminated and any pending claims declared invalid.

Define what you mean when you say it doesn't cover personal negligence @roborule also does it cover loan scammers?

Personal negligence means you throw your tool in lava. So long as the loan scammers aren't on the banned users list or a builder with no donations, yes.

Ok and by banned users list you mean previously banned on ECC because I've never seen a list for that unless you mean digging in the report a play section.

No, I mean users specifically deemed not insurable. The list is under "Users currently excluded from insurance"
