I find it weird that you want to /own the tool. Then you could legally at any time take it from your policy holders. Why can't they just own it and if it is lost and they refuse to use the unique id to track it then the policy is void? Just make sure they have the /own on the tool before accepting, record it's unique id in case they lose it and there.
