Yes, however this doesnt supply us with the proper evidence to take any action, I am sorry but without the proper screenshots of the incident we cannot do anything. EDIT: So, the user you said is scamming, he wrote his res app like this. Now it does state he got a loan, however it doesnt say from whom, or how much.
