This town was I think sold and when I asked the new mayor to grant me perms he said no and told me to buy a new one for 12.5k. Ultimately if the town was sold to another person then that new owner of the town is under no obligation to give permissions to any previous residents or people with permissions to that region. It is his region to manage as he sees fit and to my knowledge he has no agreements with you, provided that there are no complications ie; co-mayorship. But as a point of interest just to explore this fully can you provide more details, what town is this so we may check that the ownership has changed hands.
Ryan I don't think he has to as it was just perms to a farm and not an actual residency or storage space, it looks like a clean change of hands as producer no longer has any permissions to this area. The new owner has the right to select who he wants on the list of permissions and unfortunately if you wish to farm you will either need to buy perms from the new owner or find a different farm to use.
