The zoning laws are only applicable to towns and not wild buildings. he can basically build wherever he wants at the cost of it being a potential griefing target.
Lag? This isn't much of an update for this particular thread... And I suppose you could technically destroy his boat, but that would be kind of mean; especially if he is a new player. :b Ask him politely if he can build elsewhere, rather than telling him to just stop.
Complaint was for a wild building built close to Bekana. Zoning laws (50 block minimum) only effect building of other protected towns. As this is a single wild building, not a full blown town, there is no rule broken here. Locked.
