[Complaint] - Selling a town, Mr. Builder?

Complaint: Attempting to sell a town to me, possibly scamming, and incorrect use of channel alongside spamming.​

Evidence: I took a screenshot at every instant of when he did attempt to sell a town to me, which may be found here, and also of his recent spamming here.​

Additional Information: I have no proof that the town was fake, but given his low pricing and starter rank I asked both vengfulbacon and ShawnMcCall on advice before and after my conversation with him, and they advised me that I had sufficient evidence to report. I denounced CharlieBD1 for spamming and the incorrect use of a channel alongside serious lying here earlier today, and the user was warned, though by what I have seen, it looks as though he has not taken it.​

The user has not been known to have been practising these sorts of scams before, and was intent on receiving the money before I could even have a teleport to visit the town, making me question his truthfulness. Shortly after I left him my offer of just $10,000, he left the server and I began to be unsure if he had been able to scam someone and if he had fled with the cash. I would be grateful if you could investigate, and I understand the complexity of the fact I do not have evidence that the town was fake. Should this be an invalid complaint, I only state I believed I had sufficient evidence for some warning to take place and was advised so as well. Thank you.​

After I posted the above complaint, CharlieBD1 returned, and asked me if I still wanted the deal. I told him what I had done and he told me he had put no grief protection on the town and he had not even secured it, as I came to find out with a flint. One can see my new screenshots here.

The user clearly has no intention to buy grief protection or to become a mayor, only to sell an assigned area of land where I must be the one that purchases the mayorship and grief protection. He did not explain this when I first approached him, and I can assign myself an area of land in the wilderness for free. Furthermore, he is trying to sell land that is not his. Please take this into account as you review my complaint.
