The screenshot on his thread did look more like spam. Whether or not you were trying to make things up with him, it was spamming up his screen. Some of the first messages from you are also mean. You might have been caught in other grief reports elsewhere. Town Mayors can choose who they want and who they don't want added to their town for any reason that is valid: In this case, it could be grief, spamming, harassment, annoyance, inactivity, unable to trust you, other things people have said... There are many different reasons why. We cannot make anyone add you back to a town. Try to talk to him again (PM on the forums instead of in-game) and see if you can come to an agreement. Maybe you can do something for him (a job, repairing grief damage, proving somehow you won't grief or spam again, etc) and he'll let you back in his town.
