He will be refilling them as he came active today. Just give him time. He has been inactive for a while so he will restock most likely and go inactive again and it doesn't say they must be full
HE cant refill if he has broken the rule. He has also not been active in game just active on the forums.
I think there should be no rule as long as you have 1 sign. Its still selling he may not make a big profit but he pays for it there
