He is allowed to close his town so long as he allows all members to collect their things and leave. You should mail him to collect your things, and if he does not give them, you may collect evidence and post a complaint about it. I have also mailed him to make sure he knows that all his previous residents should be given time to collect their things from their plot. Locked, will check on later.
