Mods don't lock anything in the Help/Support section just in case any other user has the same problem
It looks like he was in global chat when that message appeared. You could see me chatting in global. I think his issue is resolved though, since he wanted a mod to lock this.
Options > Multiplayer settings > Chat:Shown. This problem appears surprisingly often, I have no idea why it is set to "Chat:Commands only" for so many people. "Commands only" is the reason why /ch qm, /w, /r etc. all work.
That's what I thought, too. Spoiler: Cannot send chat message This message usually occurs whenever you try to say something in chat. Commands like /pm and /r usually work fine. Go to Minecraft's options menu, select "Chat settings..." and ensure that "Chat" is set to "Shown", not "Commands Only" or "Hidden".
