    Prerequisites:

    1) Must be the RANK [Builder]
    2) Must have a plot and be self-sustaining (farms/mines, gets their own food, works etc.)
    3) Must have less than $15,000 ECD in their balance (check with /balance or /bal)

    How will giving you this money benefit the server?

    Out of curiousity, why exactly are you throwing money at a noob? It would be a shame if the builders' fate was spamming. Bang. Money (ECD) down the toilet.
