Brief Description: When 2 signs are placed on top of each other, both locked, and you break the bottom one, your /climits only goes down by 1

Instructions: type /climits and check how many you have. Place 2+ signs on top of each other, and lock them both. Then break the bottom one

How many times did you recreate this bug?: 2+

Result: your /climits drops by 1, not 2

Expected Result: my /climits to drop by 2

    Evidence: N/A

Example: I have 227/300 locks used. I place 2 signs on top of eachother, and lock both, giving me 229/300 locks used. I realize I don't want either, so to save time (I don't have any tools) I break the bottom one, then check my /climits again. I have 228/300, but I should have 227/300
