Yes, sponges are intended to work this way in ecocitycraft as a part of the water feature. I wouldn't expect it to be changed unless as has been discussed the water feature becomes free for all players post hypothetical eula fallout and therefore everyone can use them.
mmk because I found that if you place a block beetween the water and the sponge, the water will suck up and the sponge will not be wet but ok
