BUG REPORT: Water Placement

Brief Description: Despite not having the water feature, I can place water infinitely in Rising

Instructions: Take a bucket of water with no features, place the water. Refill bucket, place water again before the 60 seconds.

How many times did you recreate this?: Four recorded, several more unrecorded

Result: Placing water without features.

Expected Result: Supposed to have to buy the features.
