Tried the book in the first slot and shears in second slot also. How many times did you recreate this bug?: 10-12 Result: Either nothing happens and I still have red X or: This movement method is blocked. Please click and add. Expected Result: shears with silk touch ready to be collected. Evidence: I may just be an old man and forgot how to do this, however, a_man gave me the same instructions.

As zorra said, silk touch's compatibility with shears was revoked in one of the 1.9 snapshot versions; that happened around the end of 2015 (if I recall correctly).
