[Bug Report] /speed < 1

Brief Description:
/speed doesn't go below 1.

Instructions:
1. Log in, try setting a speed below 1 (ex. /speed 0.37).
2. Note that the speed sets itself to 1.

How many times did you recreate this?:
Many.

Result:
Before, /speed allowed values below 1 to be set.

Expected Result:
Now, /speed defaults to 1 if it's set to less than 1.
