    Brief Description:
    Not receiving nstars after voting while the server is restarting.

    Instructions:
    1. Vote offline while the server is restarting
    2. Get on ECC
    3.No nstars.
    How many times did you recreate this bug?:
    Once.

    Result:
    I lost 4 of my offline votes, the other 2 I did before the server restarted.

    Expected Result:
    Losing votes

    don't vote before the server has started up. It simply doesn't give you nstars.

    The server has to be up for the stars to be registered. If the server is down for any reason while you are voting, you don't get the stars.
